Constitution

We the People of the Politically Incorrect Board of 4chan, in order to form a more perfect board, hereby establish Justice, ensure domestic Tranquility, provide for the common Defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution of the Politically Incorrect Board of 4chan in the name of Freedom, Democracy, Cooperation, Diplomacy, and Sick Banter.

Article I[]

Section. 1.[]

All legislative Powers herein granted shall be vested in a Parliament of the Politically Incorrect Board of 4chan, which shall consist of a House of Patricians.

Section. 2.[]

The House of Patricians shall be composed of the honorable tripfags of the Politically Incorrect Board of 4chan, whom shall serve as Members of Parliament for the Term of two Weeks; and each Member of Parliament shall have one Vote on any Business Conducted.

No Person shall sit within the House of Patricians who has not yet attained a name, secure tripcode, and either chosen a party affiliation, created his own, or declared himself nonpartisan and decided to serve as an Independent.

The Vice President of the Politically Incorrect Board of 4chan shall be President of the Parliament, and also Head of the Speakers. The Vice President may supercede the Speaker’s Authority to set the Day’s Agenda twice during his term, so long as he is Vice President; may Override a Speaker and Preside over a Legislative Session in that Speaker’s place, and have all Powers and Duties of a Speaker so long as he Presides, or in the Event of their Absence; may Dismiss a Speaker Abusing the Honor, Trust, and Good Faith vested in him by his Election, if uncontested; and may only Vote to cast the tie-breaking Vote, should Parliament be equally divided and he is Presiding over the Legislative Session.

The Parliament shall have the Power to choose their own Officers, and also a President pro tempore, in the Absence of the Vice President, or when he shall exercise the Office of President of the Politically Incorrect Board of 4chan; determine the Rules and Scheduling of its Proceedings; punish its Members for Disruptive Behaviour; and, with the Concurrence of two thirds, expel a Member.

The House of Patricians shall have the sole Power to try all Impeachments. When sitting for that Purpose, they shall be on Oath or Affirmation. When the President of the Politically Incorrect Board of 4chan is tried, the Chief Justice shall preside: and no Person shall be convicted without the Concurrence of two thirds of the required Members of Parliament.

Judgement in Cases of Impeachment shall not extend further than removal from Office, and disqualification to hold and enjoy any Office of Honor, Trust, or Profit under the Politically Incorrect Board of 4chan: but the Party convicted shall nevertheless be liable and subject to Indictment, Trial, Judgement and Punishment, according to Law.

Section. 3.[]

An immediate Quorum of at least ten Members of Parliament, or ten percent of the total Members of Parliament in the House of Patricians, whichever is higher, is required to Conduct regular Legislative Sessions, and pass Legislation.

A total Quorum of at least fifty percent plus one, of the total Members of Parliament in the House of Patricians, over a period of seventy two hours, is required to Conduct all Business requiring a two thirds, or three fourths supermajority.

All Votes cast according to the Politically Incorrect Board of 4chan’s Parliamentary Procedure, consisting of YEA, NAY, or ABSTAIN shall go towards the applicable Quorum requirement.

Section. 4.[]

The Speaker is an elected Officer of Parliament that presides over Legislative Sessions, acting as an impartial moderator. Parliament shall elect a Speaker for each Region, candidates of which must be willing nominees or volunteers, to serve through the Term of Government. Each Speaker may appoint up to two Deputies to act in the Event of their Absence, and also an Acting Secretary of the Minutes, whose duties shall last for the extent of that Legislative Session, and consist of recording which bills are tabled for a vote, the full text of those bills as they were voted upon, the number of YEA, NAY, or ABSTAIN votes, and which Members of Parliament voted, and which manner they voted.

The Speaker shall have the ability to call Attention to the floor, and for Order, and to Censure Members of Parliament for Unbecoming Conduct; to set the agenda, and bring forth Bill Proposals from the Docket of Bills for review, discussion, and eventual voting, according to Parliamentary Procedure; moderate, begin, and end Discussion; and call for a decisive YEA, NAY, or ABSTAIN vote after the allotted time for Discussion has passed, but may not vote on Legislation, while Presiding, unless Parliament is equally divided, except in cases where Parliament has not yet met Quorum.

The Speaker is considered Derelict in his Duties after missing, unannounced, and barring extenuating circumstances, three subsequent Legislative Sessions for his designated Region, and shall be summarily removed from Office. A Speaker may also be Dismissed from his Office should he Abuse the Honor, Trust, and Good Faith vested in him upon his election by the Head Speaker, the Vice President of the Politically Incorrect Board of 4chan, should that Dismissal go uncontested. If contested Parliament may remove the Speaker from his Office with two thirds consensus.

As a sitting Member of Parliament, the Speaker may be a member of a political party, and may vote as any other Member of Parliament when not presiding over a Legislative Session.

Section. 5.[]

The House of Patricians shall keep a Record of its Proceedings, which it shall Publish appropriately in the Parliamentary Records, and also in the Archives of the Government of the Politically Incorrect Board of 4chan. The Record shall detail the number of YEAs, NAYs, and ABSTAINs of the Members of Parliament and the Question, Legislation, or Motion Voted upon.

Section. 6.[]

The House of Patricians shall be subject to fixed, General elections on the Sunday of the second, fourth, and, when applicable, sixth week of any given month. Polling shall begin at 00:00 EST, 05:00 GMT, 15:00 AEST, and 21:00 PST and run until 23:59 EST, 04:59 GMT, 14:59 AEST, and 20:59 PST.

New Members of Parliament may continue to join the House of Patricians until it is at capacity, at which point Parliament may Decide, through simple majority of a minimum quorum of ten, to host a by-election on the Interim Sunday. Should it be after the Interim Sunday, Parliament may Decide, through two thirds Concurrence, to increase the number of Seats in the House of Patricians by 25.

Should the House of Patricians fail to to reach capacity during its Term, they may Choose, through two thirds Concurrence, to reduce the number of Seats in the House of Patricians by 25.

Section. 7.[]

Parliament shall have the Power to lay and collect Taxes, Duties, Imposts, and Excises, to pay the Debts and provide for the common Defense and general Welfare of the Politically Incorrect Board of 4chan; but all Duties, Imposts, and Excises shall be uniform throughout the Politically Incorrect Board of 4chan;

To regulate Commerce with foreign Nations, and among the several Threads;

To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the Politically Incorrect Board of 4chan;

To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;

To provide for the Punishment of counterfeiting the Securities and current Coin of the Politically Incorrect Board of 4chan;

To establish Post Offices and post Roads;

To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries;

To constitute Tribunals inferior to the supreme Court;

To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations;

To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;

To raise and support Armies;

To provide and maintain a Navy;

To provide and maintain an Air Force;

To make Rules for the Government and Regulation of the land, naval and air Forces;

To provide for calling forth the Militia to execute the Laws of the Board, suppress Insurrections and repel Invasions;

To provide for organizing, arming, and disciplining the Military and for governing such part of them as may be employed in the Service of the Politically Incorrect Board of 4chan,

To provide for organizing, arming, and disciplining the Militia, and for governing such Part of them as may be employed in the Service of the Politically Incorrect Board of 4chan; -- And

To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the Politically Incorrect Board of 4chan, or in any Department, Ministry, or Officer thereof.

Article II[]

Section. 1.[]

The executive power shall be vested in the President of the Politically Incorrect Board of 4chan. He shall hold his Office for the Term of two Weeks, and shall not be allowed to serve more than two Consecutive Terms, and together, with the Vice President, chosen for the same Term, be elected by earning the largest share of Votes amongst an Assembly of Parliament.

No Person who has not served at least one Term in the Parliament of the Politically Incorrect Board of 4chan shall be eligible for the Office of President ; neither shall any Person eligible for that Office who does not have an established Record of Voting; or has not established a Page for Himself on the Parliamentary Wikia; or has not made a Declaration of Intent at least fortyeight hours prior to the Election and attained the Age of eighteen Years.

In Case of the Removal of the President from Office, or of his death, Resignation, or Inability to discharge the Powers and Duties of said office, the Office of President of the Politically Incorrect Board shall devolve onto the Vice President. Should President and Vice President both be Removed, Die, Resign, or be Unable the Minister of Defense, and then then the Minister of Foreign Affairs, and then the Chancellor of the Exchequer, and then the Minister of Records shall act as President. Parliament then, by Law, shall provide for the case of removal, Death, Resignation, or Inability by all of the aforementioned Officers, declaring what Officer shall then act as President, and such Officer shall act accordingly, until a New President shall be elected.

The President of the Politically Incorrect Board of 4chan is considered Derelict in his Duties should he miss, without forewarning, and barring extenuating circumstances, three consecutive Legislative Sessions, or fail to check in on the Sunday of the second, fourth, and when applicable, sixth week of any given month, and shall be summarily removed from Office. The Vice President of the Politically Incorrect Board of 4chan is also considered Derelict in his Duties should he miss, without forewarning, and barring extenuating circumstances, three consecutive Legislative Sessions, or fail to check in on the Sunday of the second, fourth, and when applicable, sixth week of any given month, and shall be summarily removed from Office.

Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation:-- “I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the Politically Incorrect Board of 4chan, and will to the best of my ability, Preserve, Protect, and Defend the Constitution of the Politically Incorrect Board of 4chan.”

Section. 2.[]

The President shall be Commander in Chief of the Army, Navy, and Air Force of the Politically Incorrect Board of 4chan; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Offices, and he shall have the Power to grant Reprieves and Pardons for Offences against the Politically Incorrect Board of 4chan, except in Cases of Impeachment, or in Cases involving himself.

The President shall have the Power, by and with the Advice and Consent of Parliament to make Treaties, provided two thirds of the required Members of Parliament concur; to, with the consent of the Ministry of Foreign Affairs, appoint Ambassadors; to nominate and, with the Advice and Consent of Parliament appoint Consuls, and Justices of the Supreme Court.

The President shall Also have the Power to Appoint and Dismiss his Cabinet of Advisors, without the explicit permission of Parliament, and to Establish and Abolish the Ministries in which they serve, provided that he has the consent of two thirds of Parliament. The President shall reduce the total number of Cabinet Ministries to no fewer than five, and increase the total number of Cabinet Ministries to no more than ten.

All confirmed Appointments, Dismissals, and Establishment or Abolishment of Cabinet Ministries must be made public, by announcing them in thread, to be Valid in the Intent of this Document.

All other Officers of the Politically Incorrect Board of 4chan whose Appointments are not herein otherwise provided for, and which shall be established by Law: Parliament may, by Law, vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.

Section. 3.[]

He shall, from time to time, give Parliament Information on the State of the Board, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all of the Officers of the Politically Incorrect Board of 4chan.

Section. 4.[]

The President shall have the Authority to Veto up to Five Times during the course of his Term, and shall have the option to Appeal to Parliament to reset the Veto Count, which shall only be granted with two thirds consensus of the required Members of Parliament.

Section. 5.[]

The President, Vice President, and all civil Officers of the Politically Incorrect Bard of 4chan, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other High Crimes and Misdemeanors.

Article III[]

Section. 1.[]

The Judicial Power of the Politically Incorrect Board of 4chan shall be vested in one Supreme Court, and in such inferior Courts as Parliament may, from time to time, ordain and establish. The Justices, both of the Supreme and inferior Courts, shall hold their Offices in Honor, Trust, Integrity, and with Good Behaviour.

The Supreme Court shall consist of five nonpartisan, impartial Justices and may serve no more than two nonconsecutive terms of six weeks; the Justices of the Supreme Court shall appoint a Chief Justice among their number.

No Person shall serve within the Supreme Court who has not served a minimum of one Term in the Parliament of the Politically Incorrect Board of 4chan, and has not been nominated by the President, contingent on the acceptance of that nomination, and has not been vetted and approved by Parliament.

A Justice of the Supreme Court may be considered Derelict in his Duties should he fail to Deliberate on any Pending Issues within seventy two hours, or fail to check in, barring forewarning or extenuating circumstances, on the Sunday of the second, fourth, and when applicable, sixth week of any given month, and shall be summarily removed from Office.

Prior to executing the Office of Justice of the Supreme Court, justices must take the following Oath or Affirmation:-- “I do solemnly swear (or affirm) that I will faithfully Uphold the Constitution of the Politically Incorrect Board of 4chan, and will to the best of my ability, Preserve, Protect, and Defend that same Constitution.”

Section. 2.[]

The Judicial Power shall extend to all Cases, in Law and Equity, arising under this Constitution, the Laws of the Politically Incorrect Board, and Treaties made, or which shall be made, under their Authority;-- to all Cases affecting Ambassadors, other public Ministers and Consuls;-- to all Cases of admiralty and maritime Jurisdiction;-- to Controversies to which the Politically Incorrect Board shall be a Party.

The Supreme Court shall settle Disputes over the Constitutionality of any Law in which Parliament may Pass. Should any Law be Challenged as Unconstitutional, by any Person, it shall Immediately become Inactive and added to the Queue waiting for Deliberation by the Court. The Court must Review at least one Issue of Constitutionality, if any, during the course of any given Week, and shall require a minimum of three Justices present to Conduct Business. Should any Law be Ruled Unconstitutional it shall be Struck Down and struck from the Laws of the Politically Incorrect Board of 4chan; should less than three Justices Rule on any Matter of Constitutionality the affected Law shall be moved to the End of the Queue to be Deliberated Upon again.

In all Cases affecting Ambassadors, other Public Ministers and Consuls the Supreme Court shall have original Jurisdiction. In all other Cases aforementioned, the Supreme Court shall have appellate Jurisdiction, both as to Law and Fact, with such Exceptions, and under such Regulations as Parliament shall make.

The Trial of all crimes, except in Cases of Impeachment, shall be by Jury; the Trial shall be at such Place or Places as Parliament may, by law, have directed.

Section. 3.[]

Treason against the Politically Incorrect Board of 4chan, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be Convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, presented with Evidence, or on Confession in open Court

Parliament shall have Power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person Attained.

Article IV[]

Section. 1.[]

To the Cabinet four permanent Ministries shall be Established: the Ministry of Defense,the Ministry of Foreign Affairs, the Ministry of Finance, and the Ministry of Records.

Section. 2.[]

The Ministry of Defense is responsible for the management and maintenance of all aspects of the Politically Incorrect Board of 4chan’s Military: Army, Navy, and Air Force; the defense of its sovereign territories and the security of the board; and advising the Parliament and President, both, in matters of Defense and War.

Should the Ministry fail to submit any Defense Policy within seventy two hours of a new Minister taking Office, or should the Ministry fail to respond appropriately to an Attack on Sovereign Territory, the Ministry of Defense shall be considered Derelict in his Duties and summarily removed from Office.

Section. 3.[]

The Ministry of Foreign Affairs is responsible for designing the framework of foreign policy and Diplomatic Agreements; maintaining up-to-date dossiers on foreign powers and their relations with the Politically Incorrect Board of 4chan; maintaining the Diplomatic Service, to open channels of communication with foreign powers; and advising the President and Parliament of the Politically Incorrect Board of 4chan in matters of foreign policy and War.

Should the Ministry fail to submit any foreign policy within seventy two hours of a new Minister of Foreign Affairs taking Office, the Minister of Foreign Affairs shall be considered Derelict in his Duties and summarily removed from Office.

Section. 4.[]

The Ministry of Finance is responsible for the Politically Incorrect Board of 4chan’s fiscal policy; the design, printing, and minting of its money; its banks; its budget and tax code; loaning; lending; auditing; tax collection; and assorted, applicable, bookkeeping and accounting.

Should the Ministry fail to submit any Fiscal Policy within seventy two hours of a new Chancellor of the Exchequer taking Office, the Chancellor of the Exchequer shall be considered Derelict in his Duties and summarily removed from Office.

Section. 5.[]

The Ministry of Records is responsible for the Wikia archives of the Government of the Politically Incorrect Board of 4chan; monitoring and updating the rolls of Sitting and Historic Members of Parliament, Presidents, Justices, and all other civil Officers; maintaining an archive of all historic Members of Parliament, Presidents, Justices, and all other civil Officers, containing their username, party, and tripcode organized by the Month and Year they were deemed inactive; ensure the veracity and existence of Legislative Records, such as the Legislative Docket, the Passed and Rejected Laws, the Law of the Land, and all other Official Records of the Parliament and Government of the Politically Incorrect Board of 4chan.

Should the Ministry fail to record, update, and verify the rolls of Sitting and Absentee Members of Parliament within seventy two hours of the completion of a General Parliamentary election, or is found to be remiss in the upkeep of Legislative and other Official Records the Minister of Records shall be considered Derelict in his Duties and summarily removed from Office.

Article V[]

Any Member of Parliament may motion to submit a potential Amendment to this Constitution according to regular Parliamentary Procedure of the Politically Incorrect Board of 4chan, which shall require simple majority to be submitted to the Docket of Potential Amendments. The Amendment will then require a two thirds consensus of the required quorum to be added to, or change this Constitution.

Article VI[]

This Constitution, and the Laws of the Politically Incorrect Board of 4chan which shall be made in pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the Politically Incorrect Board of 4chan, shall be the supreme Law of the Board; the Justices of which will be bound thereby any Thing in the Constitution and any Laws to the Board to the Contrary notwithstanding. The Members of Parliament, aforementioned, and all Executive and Judicial Officers of the Politically Incorrect Board of 4chan shall be bound by Oath or Affirmation to Support this Constitution; but no Religious Test shall ever be required as a Qualification to any Office of Public Trust under the Politically Incorrect Board of 4chan.

Article VII[]

The Signatures of no less than Thirteen of those who have had a Hand in the Creation of Document shall be sufficient for the Establishment of this Constitution on the Politically Incorrect Board of 4chan.
